I am commanded by the Lords Commissioners of the
Admiralty to acquaint you for the information of the
Secretary of State for the Colonies that the Admiral ty
accept the opinion of the Acting Attorney General as to
the liability of the various Riparian Owners, in the event
of the blocking of the Albany Nullah at Hong Kong, as
stated in his Memorandum dated 18th November 1904, a copy
or which accompanied your letter of 22nd December 1904,

to convey to the Acting Attorney General, Their
Lordships thanks for his courtesy in this matter.
Applying the opinion in question to the case of
the blocking of the Nullah in June 1903, it appears to My
Lords that the collapse of the Military Wall was at any
rate contributory to the blocking of the Nullah, and the
War Office are accordingly being asked to make a contribu- tion of say 10% towards the cost of clearing the same.
